Tigray Advocacy Group Urges EU to Take Firm Action on Failing Pretoria Peace Agreement
Addis Ababa, November 6, 2025 — The advocacy organization I Can’t Be Silent About Tigray (ICBSAT) has issued an urgent appeal to the Delegation of the European Union to Ethiopia, calling for decisive EU intervention to uphold the Pretoria Peace Agreement (PPA) and address the growing crisis in Tigray.
In its letter, ICBSAT commended the EU, U.S., and African Union for their role in ending the 2020–2022 Tigray war but warned that the peace process is on the verge of collapse. The group accused both the Ethiopian federal government and the Tigray People’s Liberation Front (TPLF) of undermining the accord—citing the federal government’s failure to expel Eritrean and Amhara forces from Tigray, and the TPLF’s refusal to disarm amid internal power struggles.
According to the statement, hardline TPLF factions led by Dr. Debretsion Gebremichael have taken control of the Tigray Interim Administration by force, detaining opponents, suppressing dissent, and diverting humanitarian and regional funds to paramilitary operations. The group alleged that the TPLF has resumed covert military cooperation with Eritrean and Amhara militias and continues to violate human rights.
ICBSAT urged the EU to reassess its engagement with the TPLF, support revisions to the peace agreement to ensure it represents legitimate Tigrayan voices, and condition aid on compliance with disarmament and democratic reforms. The organization warned that continued recognition of the TPLF “risks legitimizing an entity that thrives on perpetual conflict.”
The letter concludes by calling on the EU to stand with the people of Tigray “in their pursuit of peace, justice, and genuine self-governance,” emphasizing that the Pretoria Agreement can only succeed if it serves the people rather than those seeking to retain power through violence.
