Over 400,000 people are experiencing famine-like conditions there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 52,000 who received food aid, half received only one or two items, the&nbsp;<a href=\"https:\/\/www.devex.com\/organizations\/united-nations-41567\">U.N.<\/a>&nbsp;agency said in a&nbsp;<a href=\"https:\/\/reliefweb.int\/report\/ethiopia\/ethiopia-northern-ethiopia-humanitarian-update-situation-report-21-oct-2021\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The portion of children under 5 years old experiencing severe acute malnutrition is at an \u201calarming\u201d 2.5%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Humanitarian access:<\/strong>&nbsp;Restrictions prevent humanitarian aid from transiting into Tigray from the Afar region, home to road and rail lines connecting to national capital Addis Ababa and Djibouti\u2019s port.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fuel is barred through this route, and the report found that shortages forced \u201cseveral humanitarian partners\u201d to stop or cut back programs, including food aid, water trucking, health services, sanitation activities, and support to survivors of gender-based violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since mid-July, only 15% of the needed humanitarian trucks have entered the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New restrictions imposed by the Ethiopian government that require additional documentation for flying to Tigray have resulted in 10 to 15 international humanitarian workers on average being denied boarding per U.N. Humanitarian Air Service flight from Addis Ababa to regional capital Mekele. The government has also restricted how much cash organizations can carry into Tigray.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Escalating violence:<\/strong>\u00a0The Ethiopian military launched new airstrikes in and around Mekele\u00a0this week, the\u00a0<a href=\"https:\/\/apnews.com\/article\/africa-kenya-ethiopia-abiy-ahmed-96556b14cc4ff2d370def8fb99193a3f\" target=\"_blank\" rel=\"noreferrer noopener\">first ones since June<\/a>. Three children were killed, with other people injured. On Friday, the U.N.\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2021\/10\/22\/ethiopia-hits-tigray-in-fourth-day-of-air-strikes\" target=\"_blank\" rel=\"noreferrer noopener\">suspended all flights to Mekele<\/a>\u00a0after government airstrikes forced an aid flight to abort a landing and return to Addis Ababa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a news briefing this week,\u00a0<a href=\"https:\/\/www.devex.com\/organizations\/united-states-department-of-state-dos-23842\">U.S. State Department<\/a>\u00a0Spokesperson Ned Price\u00a0<a href=\"https:\/\/www.state.gov\/briefings\/department-press-briefing-october-18-2021\/#post-284853-ethiopia\" target=\"_blank\" rel=\"noreferrer noopener\">called on<\/a>\u00a0the Ethiopian government and Tigray People\u2019s Liberation Front to enter cease-fire negotiations, saying the fighting threatens the &#8220;integrity of the Ethiopian state.&#8221; The U.S. has threatened further\u00a0<a href=\"https:\/\/www.state.gov\/issuance-of-new-executive-order-establishing-sanctions-related-to-the-crisis-in-ethiopia\/\" target=\"_blank\" rel=\"noreferrer noopener\">sanctions<\/a>\u00a0in the absence of a deal.
